Well, the really nice thing about the DS is that it is region free, meaning that you can get any game and you know it will work on your system. Other systems like Wii and Playstation are region locked so you'll have to make sure that you're buying the specific region coded game that will work on your system. Usually region coding is not a big deal if you live in the US, UK or Japan, but in India I am not sure what you'll be dealing with.
The Playstation 2 is still a hot console and more games will still com out of it. PS3 is still a uber expensive console that's why they're still sticking with the PSP and PS2.
I think it's worth buying a PS2 just to play Gran Turismo 4 If you get a modchip for the PS2, you don't need to worry about region specific games.
I have a psp. The games are a lot more expensive than I thought they'd be. And I just can't downgrade it! The only game i want to play on the DS is the pokemon pearl and diamond
Better than a DS would a n-gage enabled nokia phone. I saw DS's graphics they are so bad. Add another $100 to your budget and get a xbox360. Regarding PSP downgrading, I bought pandora's battery from DP member sudarshanus and my psp now runs custom firmware
Download a software on your PSP wherein you wouldn't have to buy expensive games but by simply downloading them through the net.

the DS is fantastic, it has provided me with more entertainment recently then my ps2. Advance Wars just came out, Final Fantasty, Mario. Assassins Creed is even showing up on the DS. It has a great battery life and is small and portable. DS Powah.
