    Yeah! i think it is allowed in UAE it depends upon your location! check its coverage countries

    I think UAE is listed in the list when you go signup for an account , just go to paypal.com and signup for an account and see if UAE is listed in the country list

    It is allowed, but there are restrictions (It's either you can only receive money or you can only send money, not sure). :)

    in all cases i think there is another site that can help with countries that doesnt have paypal applied in it i think its name is http://xoom.org , you transfer the money from paypal to xoom then xoom western union you
    actually i didnt use it myself but a friend of mine did

    u.a.e is allow in paypal. :) you can receive money and send money. get one now. or if your not sure. try to call the paypal

    the withdrawal says unlimited... but actually it is limited when you want to withdraw to card. which is $500 usd daily.
    almost dubai banks not allow use debit card over internet so you can only withdraw to credit card. and you need to spend more and more or withdraw that money using ATM! which will apply more fees
