How to make a closeable stripe at the top of a site

    I want to be able to make an ad at the top of a website like John Chow does. But he does this with a Wordpress plugin and I need to do it on a non-WP non-blog site.


    Can anyone point me to how to do that?

    It's just a layer across the top of the page, with a javascript button to "close" it, probably setting it to "display:none" (I don't feel like wading through all this javascripts to find it.)

    Doesn't matter if it's a WP plug-in, the CSS and javascript will work on any site.
