What should I improve, this is my first big database based website. Adsense ads review would be awesome. I'll rep every useful review.

A bit generic looking but easy on the eyes. I would use a header with logo or brand and instead of saying:
If you are looking for affordable insurance you will find it at Quality Insurance Directory. Choose from the drop down menu or click on a state below to find insurance companies near you.

Say something like: Need the Best and Most Beneficial Car Insurance For Your Budget! Choose Your State Below To Find The Insurance Company Designed For You!

I actually like the script you are running and would love to know what it is. I would love to do a directory for IT/Web services. As for the header, Get some graphics dude to make it pretty for you. I am a graphics junkie and will be glad to do some header in exchange for linkage.

OK OK not bad layout However when i first get there i have to look it over to see why iam there, i think the top header could use some work and help with logo design. I can do that for you if u would like, take me about 10 mins, the ads by google is right under the main links "Ads by Google Insurance Law Insurance Laws"

made it kinda hard to tell what was a navigation link and what was an ad. but with improvement i think it could be good,

 

it's a bit to plain, maybe some more images and color will help I believe.

 

Your site is simple but quite useful.
Make a logo for your site which will be helpful to attract more users.
Suggestion: You can start a logo contest here on DP for your site's logo for some $$ and you will get a quick but amazing logo.

Regarding adsense:
Please put some ads at the bottom of each page including main page!

Review for your site:
"Quality Insurance Director" as name suggests,this site will provide you the information of the company from which you want to take the insurance.
It will help you to search the company near by your home!
