PHP WORK $$$ - I need a webtool developed

hi, i need a tool making that does the same as popuri.us - i want this to host on our already massive webamster site. we also have about 15 other projects of similar scope. best price gets the job and future jobs too.

I haven't seen that site in a long time. "best price gets the job", if you really want the best price, find a foreign coder. I'm a US programmer, I do a lot of work with really high traffic and highly involved sites, but I guarantee that there is no way in hell I can compete with guys who make $300 a month at their jobs when that won't even pay my rent =/ Quality-wise it's not even comparable, but then again money wise it's not comparable either. You get what you pay for.
