    If you need to place any external links in your website use nofollow.
    But don't use nofollow in your link partners page.

    And factor in penalty (if any) :)

    For example, a PR6 blog (with strong backlinks) may be penalized for selling text links.. hence, reflecting only PR4..

    Your site must have quality backlinks. Better to have 2 high PR backlinks than 50 PR0 backlinks.

    Links aren't all there is to PR. One of my website has PR6 with ~6k links. Top competitors are PR4 with 28k links, ranked #1-5 in serps.

    Why PR6? I'm convinced that it has to do with the 4 gigs of content across ~600 indexed pages. Content = pictures, mp3s, videos etc.

    It could be that the strong links pointing to this site has been taken down.. and Google has yet to reflect this change. Toolbar PR value is not the latest in all case.
