that is t e risk you have to accept when you wish to publish more than you can create on your own.
some countries ( EU for example ) clearly hold the site OWNER liable and NOT the member.
I personally fully agree with that policy as it teaches us all to stay within OUR own limits and never decorate our sites with OTHER ppls creations.

rephrasing is what many scientists do when they rewrite books about scientific thesis ..

it is a modern way of making money without really having created something on your own ...

if you LIKE other ppls content
use a single sentence or part thereof - integrate it into your OWN article and LINK the small excerpt to the original.
that would be honest ethical web publisher practice - the source of generic backlinks.

    in general
there is SOOOOOOOOO much to be invented, created, improved to keep millions of creative web publishers busy for thousands of years.
hence why always COPY from others who took decades of learning and working to acquire the skills, expertise and knowledge needed to publish UNIQUE content the very first time in history!

in life it is NEVER about making money - it's about being useful / helpful to society. and if we look at human society this very day - then we have Billions of ppl having all kinds of problems - from lack of professional / vocational training to lack of very basic school education.
www is a means to spread ALL available true and correct useful information among all mankind in all coimmon languages.

in an ideal www each and every topic should be covered only ONCE.

on eternal pont of view - ALL copiers / rephrasers are losers and may have to restart all basic learning sooner or later anyway.
why later if NOW - in early www age - we can practice honest and ethical publishing from the very beginning ??

Actually being an original will take a lot of time, effort, study and observation to come up with reliable contents...people after all didn't look at that they just want traffic and money so they tend to copy/rephrase the original for easy life...if you look at it...unfair isn't it but there's nothing to do with that they scattered around the globe....the only thing you are ahead from them is being the first to expose...
