    View the source code of the web page and see if it has a rel="nofollow" attribute added next to the URL.

    http://directoryofdirectories.co.uk/ view the source of this web directory (found it on Google..), and do a search for "rel="nofollow" without quotes, and you will notice that the Suggest Link & Suggest Category links use nofollow attribute.

    You could download the SearchStatus addon for Firefox and use the feature to check for nofollow links.

    Not really that is a do follow link, meaning it does get followed by robots.
