Some one has sent payment through Paypal echeck , how safe is it? Can the buyer do a chargeback like a credit card?

the payment is not safe until the eCheck clears and the $$ is in your account.

and yes, the buyer can file a dispute with Paypal - and if you are selling something "intangible" (something you can't touch, like an ebook), you WILL loose and they'll take back the $ ..

I'm selling domains, so I have proof of delivery for Paypal. Is it like a normal check, only in electronic format?

pretty much. The check still has to clear on from the payers institution. It is a virtual online check! Play it safe... be a winner!

Is there any problem if you wait till echeck clears  If you know the person very well or deal with him/her since long time then no need to wait for that but if you don't know that person then wait and send him/her domain once your echeck clears.

eCheck is like normal check. If the sender doesn't has aenough funds in his bank account, the payment fails and you don't get a penny while buyer gets everything. Also, if the buyer files a dispute while the echeck is being cleared, the eCheck will automatically be cancelled.(if the dispute is raised to CLAIM)

If its domain, never ever excepts echeques :) I was scammed several times with echeques. In most of the cases, customer cancel the echeques once the domain is registered. :D You can accept echeques from your loyal customers who are trustworthy, but i have seen several companies who doesn't support echeque and write this thing in their order form. Domains are not recurrsiable, so its really not recommended to use echeque for domains :)
