UK Labour Party - Who is "J Parnell"?

Anyone know? Googling has got me nowhere.

My name happens to be Jack Parnell btw, which is why this is of interest to me (and I'm definitely not involved with the Labour Party).

Minister for some obscure department with a similarly obscure name.
