I want to ask one thing. Many people (if they exchange link) want us to exchange link in resource web pages (or link web pages). But I realize most of these link web pages all are duplicate contents because we usually exchanged links with same websites. Example: My site is A, your site is B and both of us link to site C. Copyscape will consider one of our resource web page as a dupe because in our link web page, there is a link description of site C. So it is still useful or not to exchange link in resource web page?
Try not to cross links your sites... SEs detect that you are manipulating your links.... Why not linkexchange to related site (instead of your other site) or build one way links, which is the best way of building IBLs...

What i mean is if like this: I have site A You have site B He has site C In A.com/links.html, I linked to site C (with his link title and description). Let's say: In B.com/links.html, you linked to site C, just like me, with his link title and description (because you ever exchanged link with him). So now we have the same web page: Now one between A.com/links.html and B.com/links.html will be considered as a duplicate content, right? Because we have one same sentence. You know what I mean? If you exchanged link with one site and I also did the same, then one of our link web page will be considered as a duplicate content because we have same words. I ever used copyscape and most resource web pages have duplicate content because of this. So what to do?

I use build-reciprocal-links.com. They seem to work very well. I have been with them about a month 1/2 or 2 months and I've built over 1000 links with them. It doesn't require any individual communication with web sites. You just go on there and click the backlinks you want. Very simple. And they are popular. It's free if you are a PR3 or higher.

We can't conclude yet on your theory because google doesn't released any information about exchanging links with same description. They did not confirm yet wether it is a duplicate content or not because link exchange is different from a content itself on a site. Maybe google have algorithm on this issue that if they dectect same description on link exchange, it will not consider as duplicate content. Look, if it is a duplicate content, then all of us doing link exchange got penalized. But why google didn't penalized our site. The only thing that google confirmed was, do not exchange link excessively.
No, I think it is not penalized but filtered. Duplicate content won't get you penalized, but your page will be filtered.
It would be extremely unlikely for 2 unrelated sites to have link pages so similar that they are considered duplicate. Besides even if they are the same, it won't really matter because it's not like you want your links page to rank high and pull in traffic is it?

A duplicate page won't effect your other pages, so it won't matter if it is deemed duplicate. As i mentioned it's not like your links page is an important page you want to dominate the SERP's. If your worried, just add some more unique text.
Yes, but can you explain more about this... If one web page is considered as a duplicate content, then all outbound links from that web page will have almost no value, right? I created this theory in my mind because I thought dupe is always filtered by Google. So I thought the outbound links from that duplicate page is also filtered. It is true or not?
This scenario is really the absolute last thing you should be concerned about when optimizing your site. Chances are Google will not see your links page duplicate to some other random site, the solution is add a few paragraphs of your own text. Simple.
The concept as you present it is valid. But, you need to apply a randomized factor to this. If you place the first 10 links on page 1, the next 10 links on page 2 and so on, the order of when the link request was received will create a random set of page content. The only real secret to this is that each link must have text content associated with it. Just placing a link on a page doesn't work. Remember Google's Concept "Unique Content"
