    No. An upgrade from a normal listing to a featured listing implies that you get a normal listing ($1.42) for the upgrade to Featured.

    For all the folks who have submitted without purchasing the regular links .... the point of this offer is you purchase regular links and get a free upgrade to featured.

    Since it seems many folks are finding it difficult to understand I will go ahead and approve regular links that are unpaid as regular links but I will still upgrade those that make the $1.42 payment to featured listings.
