I have a website that is currently in development, and want to get a banner managment system for it. The company that I am using wants to charge $5,000 USD to install the program. I do not think this is a decent price. Can anyone give me some suggestions. The banner c-panel is supposed to track ads and do almost everything I could ever imagine that I want.
What do you mean banner-management system? Do you want to rotate banners or serve banners from different sites where you are an affiliate?

If you are wanting to rotate banners, or ad codes you can use OpenAds. It is a php based script and works great.
I want to be able to actually get the advertisments and get their banner ad and put it onto my site. The company I am referring to has software that allows me to do this, and generate useful reports for the advertisers they will also let me say how much a banner gets shown
That's it? Brother, $5,000 is WAY too much! For something like that, we are talking less than a couple of hundred bucks! ... If that! $5,000? ... Damn.
Nothing is free... use openads and you'll have to administer and manage the whole thing yourself including marketing. Use a system like AdToll and it makes your life easy and we provide the tools you need to effectively sell ads on your site, not to mention open you up to our entire advertiser base. Nothing is free.... time=money
If you will be soliciting the advertising yourself, or maybe want to mix in "house" ads with other banner programs... then it seems OpenAds would be the way to go. But it really depends on these banners you will want to place on this site. If you just want to sign up with a company like Adsense or AdToll... you just need to place their code in yours and they do all the work involved (sales, accounting, payments, etc.) I could install OpenAds and maintain it for you real cheap ... but you would have to get the ads. I have been running one of those myself for about a year now and it helps me serve up ads to dozens of websites.
How big of a site? There are several free php, perl, java scripts can that can rotate images and text. Some are based on randomness, some on the users cookie info: ie have they seen that ad, etc.
