If search engines did not exist, would u get more traffics from related sites or unrelated sites? Answer is same for search engines.
It does matter cause there is almost no value in unrelated links. Except good pointless link popularity
Directories have categories... If you submit your Joke-related site to Health category, than it is not related..
Building links is necessary if you want PR. The relevant site can give you a good PR. Google will not penalized if you link to unrelated site but it has less value for PR. Building link is also one factor of traffic to your site.
Google will not penalize but you will penalize yourself due to wasting time.. submit only your site in related directories, or related categories.
If it is one way link then either it works or not works. don't harm you (Simple Answer) and if it is link exchange, then you will be in trouble
how about those directories that asks reciprocal link exchanges? this could be considered as link exchange too...
to my understanding link exchange (non-relevent) is completely useless. it was useful till late 2005. In Directories case, You need to think as Google. For example google doesnot know abc.com is Electronic site. Google crawel pages and if it find more electronic related keywords in page, it thinks it is electronic site. Same case with Online Directories. if Electronic section is full of electronic website links and electronic keywords then it is no harm to put ur link there.
I totally agree with you... directory submission is good if you are doing it manually so before starting to do it, be sure you will not gonna waste your time..
If you want to improve your PR and if you want your site to be known by other internet users then you should do link building. Just keep in mind that search engines spiders are giving more value to relevant links and one-way links
