I use site targeting quite a bit without any problems. What is the error message you're getting?

"We apologise for the inconvenience, but we are unable to process your request at this time. Our engineers have been notified of this problem and will work to resolve it. Please note that using your browser's back button in AdWords can increase the likelihood of errors. If you think this was the cause of your error, please try again without using the back button. "

hmmm...it's working fine here. I just set up a site targeting campaign without any issues.

If you've had that same error for number of days you may want to contact the Adwords team.

Hi every one well i got a reply and this is what they said

    "Thank you for your email.

I am sorry to hear that you are having problems with site targeting in
your account. This is a short term problem, and a resolution should be
    in
place shortly. In the meantime, please try one or more of the potential
solutions listed below. I do encourage you to clear your cache and
    cookies
first as the issue may be resolved by now but your browser may be
    showing
you a stored copy of the page instead of constantly refreshing that
    page.

    --------------------------------------
Clear your cache and delete your cookies.

    - If you use MS Internet Explorer:

    1. Click 'Tools' at the top of your IE browser window.
    2. Select 'Internet Options' from the menu.
    3. Under the General Tab go to 'Temporary Internet Files.'
    4. Click 'Delete Files.' and 'Delete Cookies.'
    5. Click 'OK.'

    - If you use Netscape Navigator:

    1. Click 'Edit' at the top of your browser window.
    2. Select 'Preferences.'
    3. Click 'Advanced.'
    4. Click 'Clear Cache.'

    - For Mozilla Firefox:

    1. Click 'Tools' at the top of your browser window.
    2. Select 'Options.'
    3. Select 'Privacy.'
    4. Next to 'Cache,' click 'Clear.'

    --------------------------------------
Check your SSL configuration (SSL 2 & SSL 3 must be selected)

    - If you use Internet Explorer:

    1. Select 'Tools' from the MS IE browser menu.
    2. Select 'Internet Options.'
    3. Select the 'Advanced' tab.
    4. Under 'Security,' tick both 'Use SSL 2.0' and 'Use SSL 3.0.'

    - If you use Netscape Navigator:

    1. Select 'Edit' from the Navigator browser menu.
    2. Select 'Preferences.'
    3. Select the arrow next to 'Privacy/Security' in the side menu.
    4. Select 'SSL' from the sub-menu.
    5. Tick both 'Enable SSL Version 2' and 'Enable SSL Version 3.'

    --------------------------------------
Switch off Internet Security programmes such as Zone Alarm, Norton
Internet Security, Black Ice, Kerio Personal Firewall or Webwasher.

    --------------------------------------
Use a different Google webserver (eg adwords.google.com,
    adwords.google.fr, adwords.google.de, adwords.google.es) or try this
    link:
    https://adwords.google.co.uk/select/main?cmd=login. If the problem
remains, try using a different browser, eg Netscape, Opera or Firebird.
Always use the most current version.

    --------------------------------------
Access your account from a different PC or network. If this is
    successful,
the problem is probably caused by a configuration problem in your
    browser,
operating system or your network. Please check with your respective
    vendor, provider, or customer support.

    --------------------------------------
Enter your country-specific Google domain (ie google.co.uk, google.fr,
google.at, google.de, etc) among the allowed pages.

    1. Select 'Tools' from the Internet Explorer browser menu.
    2. Select 'Internet Options.'
    3. Select the 'Privacy' tab.
    4. Click the 'Edit' button.
    5. Add 'google.xx' to 'Address of Website' field. ('xx' being your
domain, such as co.uk, at, and fr.)
    6. Click 'Allow'.
    7. Click 'OK'.

    --------------------------------------

If these tips do not solve your problem, please reply to this email by
filling out the questionnaire below and I would be happy to look
    further
into your problem. The following information will help us diagnose this
    issue:

    1) What operating system are you using? (Example: MAC 9.2.1)

    2) What browser version are you using? Please specify the exact
    version.
    (In Internet Explorer, use 'About Internet Explorer' in the Help menu;
    in
Netscape, use 'About Communicator,' also in the Help menu.)

    3) When are you encountering difficulties? Are you receiving any
    specific
error messages? (Example: Receive 404 error when I try to log in to
    AdWords.)

    4) What is the URL of the page that you are trying to access? (Example:
    http://adwords.google.co.uk.)

    5) Please visit http://www.whatismyip.com and send us the number that

    6) How often does this occur? Is this your first time encountering this
