I believe it is. It's because it is covering your website's contents.

Yes it's against the terms of service in a number of ways.

Worse yet is that you're also running them on the homepage which is labeled under construction without any content.

I don't think Google will be laughing so hard that they won't be able to click that infamous "disable" button.

The email you get from Google is not likely to be a response to your inquiry, rather a letter explaining you've been banned and your account disabled. When you applied for AdSense you checked the block saying you'd read, understood and would comply with the Program Policies, Terms of Service, Guidelines, etc. ... ignorance will not be a viable defense.

lol This has to be a joke, now you got a freakin polar bear....I doubt google replied so quickly to your e-mail as well, they have always been slow to reply to adsense inquiries, atleast from my experience.

You have a nice creative mind rxjet....
If you use that in positively...you are the winner....
    all the best...

    But I have some doubts

    1. Do u really have a adsense account? or stolen others code and put like this?
    2. Did you really mail this page to google..?

@Rxjet: Beleive or not, but this idea will never work out EVER! because except you none of us will come back to your site again only to sea a stupid bears or a naked girl.

In order to earn money from Adsense you need build up a site which has rich information. This is really a hard work, not just create an account, make up some shit, hang up somewhere and off the money comes to your account! no way man!

You need to work very hard on you site content, writting your own articles, eliminate the freaking idea .... at that time I will wish you good luck. But now, if some more days you open a topic like "I get banned" I would not be so surprised.

AdSense will generally reply within a day or two IF you use the email address used for your account.

However, I can't believe they'd take the time to repy, gregariously at that, and not forbade / instruct you to also remove AS from your home page that is listed as "under construction".
