SEO is a process of continuous improvement and marketing, that should increase a websites visibility based on keyword searches, which will lead to a good level of conversions, which can be measured by the Client.

Well think about how many ways can a proxy be promoted. When I was in a high school we use to read jokes from the other side of toilets door.

I bet that it is now full of proxy URLs....
