Don't pay for advertising, find and use many free ways of advertising. Link exchanges, forums (such as this one). The best free advertising is probably word of mouth. If a site contains a very useful resource, it will be spread around on many internet forums, and it requires less work on advertising, and more work on useful resource. I'd say it's to know your target market ("looking," "listening," etc.). You have to know how they spend their time, what they want out of life (their "dreams"), or you can't establish their wants and needs, and therefore can't offer something to satisfy those wants and needs.
I totally agree with jhmattern, In my words, I would say by listening dream & looking at holiday pics you would be understanding what people want, what they enjoy,their ideal holiday then target the market accordingly.
It could also be something about learning from others. Some marketing techniques in your niche will not be successful. Learn from others mistakes perhaps? Although I think knowing your target market is probably more likely to be the answer.
Copy what the successful competitors are doing, and make it better, cheaper, funner and more interesting.
