Generate meta tags from file name?

    There seems to be millions of articles available and pages built from articles that incorporates the title of the article into the name of the file. Usually when you see this, the title of the html or php page is just the niche.

    What I am looking for is some sort of script that can extract a file name minus the extension and from that create and insert a title meta tag and description meta tag into the page.

    Hopefully this script would be able to perform the desired operation on all files of a given type in a directory or better yet, a directory tree.

    Anybody who has any ideas please respond, it would be greatly appreciated.
