I think it is waste of money getting untargeted clicks if this is done intentionally.

I did click it but forgot what it lead to

Well, if this ad was wrote that way to draw the attention of visitors, then the advertiser will end up paying hundreds daily without getting sales because he is getting targeting traffic - what a waste of money !

and even Google takes 100% of the costs since it's shown on gmail and not on a publisher site :D

    PS: it was "WTF" :D

your not allowed to have an ad like that.it has to say something about your site.
in adwords, unless it is your first ad,will show right up in google.com and i asume gmail before it is reviewed.

first thought was that it is some error, but you never know,he might be just lonely and wants some visitors. :D

    Headline: Max 25 characters
    Description: Max 35 characters
he did make full use of them. :D

I think text ads get reviewed automatically while you create them and they shouldn't be allowing repetitive words in ads

not sure how did he pass that

also it's not logical that they can make an Ad go alive prior to review (if they review manually) how about abusive ads ? using bad keywords and such ? even if it shows on google/gmail only before approval
