Regarding the multiple submit issue... It does not work even if enabled when they are submitted into the same category. All my listings are already there or I would submit using this discount option.

There is no issue, you have the wrong url.....http://www.overdrivedirectory.com/Web_Directories/Internet___Tech/Web_Directories/ I just created new subcategories that have all the different types of directories which all the regular links will be moved to, but the featured links will stay in the main category. I am not sure if you can submit the same URL to the sub category, but its worth a try!
