If i get my link put on a PR4 homepage but that page has about 75-100 offsite links on it, is it really going to help my site out at all? ive always believed that a site with more than say 15-20 links will start to lose its effectiveness.
well i have to trade a link for it and my PR4 homepage only has about 7 off site links on it currently

The person with whom you are trading links with has seventy five existing links on the page where he/she is going to put yours, right ? Are you exchanging purely for page rank, or for traffic ? How long has that site been on the net ? An authority site ? Has it maintained its rank over a period of time ? In pure pagerank terms, considering that you have a PR 4 too, the PR you leak to him should be more than the PR that he will leak to you.
of course it will help - i've submitted to sites with over 100 links on homepage and benefitted. If it doesn't you are under no obligation to continue with it. You contact the other webmaster out of courtesy and move on.
