More of a black hat seo technique,where the page appears optimized to a search engine, while not for a user.

 

As well as the black-hat reasons you can legitimately cloak for a few reasons including:
- to block session data from the bots
- preventing spam bot (and cache) indexing by only showing email addresses to "humans"
- indexing of areas you've excluded and some robots still get to
- for geo-targeting of specific content such as an alternative navigation choice, address, advertising etc.

I've seen it used on a site that cloaked for spelling errors, they had been doing it for over a year but that is too close to black hat for my liking.

 

cloaking is a way of cheating from the search engines. when a search engine finds that you cloak a page, it will be a reason for being banned

 

Yes, spread the myth and ignore the post that LiamVictor made previously.
I currently see no reason to cloak but there are obviously areas where it is o.k. as long as you are not trying to inflate your pagecount or artificially improve rankings.
Generalized statements are often wrong:
"Don't do Drugs" - except those you get in the pharmacy
"Guns kill" - knifes also kill
"Cloaking will get you banned" - Webmasterworld did it for ages and has been suggested reading on Cutts Blog for a long time
"Governments are corrupt" - well that one might be one of the few thats true

I've also done a form of cloaking in the past to show different pages and prices to users depending on which country they are in. Never got in any trouble for it and the site ranked fine...

I thought that cloaking was when you forward a website under a different domain.
