How come Google still hasn't ban this site?

Look at the following post and how they encourage the users to click. Why they're not been banned?

1. Google doesn't check every site.
2. They haven't been reported yet.
3. They haven't reached the $100 limit to trigger a review yet.
4. They're banned and already using another account on the same site.
