    Google has a special evaluation team to check search results on relevance, spam, quality etc etc.

    Actually, this is a visit by a quality rater of Google. These quality raters visit sites and give them a rating and yes their ratings influence the SERPs too.

    So it implies that even if you are there on the top, raters can pull down your site if found relevant and vice versa.

    Why am I saying all this? I worked for Google as a Quality Rater.

    So if I see any pronounced change in my SERPs soon I'll be able to tell whether this evaluator liked what they found or not!
