    get all the joomla plugins which are good for SEO, sry i dont know about joomla because i use drupal. But i am sure there are some for joomla too.

    clean URLS, mod rewrite, .htaccess etc..

    then on-site SEO your site, METAS, h1, h2 tags, CONTENT, RSS feeds, submitting to social bookmarking services...MORE CONTENT (unique)..etc..etc..

    Link building, promotion...the works...

    you will need openSEF for joomla or one of the alternatives.

    Content is bandied about but its not necessary,

    Title tag and good quality backlinks on relevant pages with PR and intelligent anchor text gets ranking on its own.
