I am planning to start an OutSourcing Company here in India .So what I should do ? What abt registering a company ? What abt getting permanent partners ?

Without wanting to sound rude, first of all learn english exceptionally well. One of the biggest concerns most people have of outsourcing over seas is the risk of a language barrier either in terms of communicating/ understanding instructions or simple things like making mistakes in the copy (eg you placing a space between a word and the punctuation). I am honestly impressed with many non-english speaking peoples skill at english and other foreign languages but the reality is that there will be immediate concerns. People would except to see professionalism not ungrounded boasts. I have received 6 emails today from Indian companies saying they have 10 offices or 300 programmers waiting to do outsourcing for us and yet they didnt have their own website/ had a freebie site, their portfolio contained many sites with a "designed by" footer in a different name to their company. If you are 3 guys who happen to be damned hot at design I am much more likely to be interested in talking to you about options than if you make silly claims. What sort of market are you going to be working in?
I think a partnership with an actual.. company of your field (is it website design?) would work best, they can use your services to "resell" them for more to other clients.

You could hire people in India for a cheap price to do directory submission, seo, etc. and then find that work on DP at a slightly higher rate than you are paying them and then give them work to do and make money for yourself and them
No not that bad but except with spaces and some grammar, it should be: Does my English suck? You'll pick it up
Yes, partner up, no need to worry about English as they'll be speaking to the professional clients What you can try to do is partner up with a designer that doesn't know coding, those are the perfect combinations.

The burns can probably get the txt speak Your english is very good and is perfectly understandable but there is a strong movement against people from non-english speaking countries and it is easy to tell your native language isnt english.
