    A blogspot owner actually copied the same exact content on our site. My question is, is there any way we can find out who the owner of this site is?

    Not unless he/she has left their name in their profile or mentioned it in a previous post. Just leaving them a comment saying that you're onto them might be enough to get them to cease and desist.

    but sometimes the blogger doesnt put profile public which means u cant find out who owner is

    You can complain to Blogger. They don't make it easy to find, but if you dig through their help site, you eventually get here:
    https://www.blogger.com/problem.g
    (you have to log in)
    You can then select "Report a Terms of Service Violation"
    One of the menu options you get is "Someone is Stealing My Content'

    If they have Adsense on their blog, you can report them by clicking on the "Ads by Google"
    That brings you to a feedback page. Scroll down and click the link that says "Send Google your thoughts on the site or the ads you just saw"
    TOS Violation is one of the types of feedback you can give.

    I would complain to both.
