My brother pointed me to this site httx://www.webtutoriais.com.br/ There you can see a "moving arrow" with the word "Anuncios" ("ads" in english) right below a 768 adsense banner...

I think that this is against the ToS, what do you think?

I have to say that is 'calling undue attention to the ads'.

    I concur. Definitely undue attention.

Now if that arrow were pointing down, and the word said 'contenido' (content in spanish) it would be great reverse psychology...

    And might pass.

Great thinking. For sure the arrow pointing to the ads is bad. You'd have to be a bit careful about how you implement the arrow pointing to the content.

The content of the page is portuguese, not spanish.
