This is just my two cents worth so take it for whatever you think it's worth but I think YPN was already supposed to be thru with their beta program but are having so much trouble trying to improve ad targeting that they have put off any plans for now of expanding the program. I don't think they will add other countries until they improve the program.
It's a bit of a shame really, because yahoo PN would be a good addition for everyone who can't presently use google Adsense... However, as to when it gets to India, I would guess that when they get all the problems fixed with the beta, they may go worldwide in one go, of course they may stagger it out, but I would assume they would just go worldwide at once..
i m also waiting for yahoo ads to release in india. but i think it will take more 6 or 8 months to publish in india . hope it will release soon !
