    I am convinced you can have good SERPs and decent pagerank just by following basic web design guidelines.

    I have had little experience with forums.

    The page got a PR5 because of its DMOZ listing. A DMOZ listing in a popular category will be replicated to many sites across the Internet. Your one DMOZ listing got you enough links to give your page a PR5.

    No form of web design will give you pagerank, because on-page factors are not utilized in pagerank calculations. Pagerank is all about inbound links.

    2. it's an election year
    3. the site represents views popular with the politically disenchanted (e.g., the Libertarian Party)
    4. I suspect that this is the kind of site those people will quote and post links to because of the views discussed on the site

    That figure is the result of using Google's link: request which gives some sort of quasi-random sample of your backlinks but does not even come close to representing the actual number of backlinks. See Google Advanced Search Operators.

    You don't need many links to reach a PR5.... one or two good links are enough... I've got a site who got 5 two weeks after getting in the Dmoz catalog... and with no other inbound links

    My apologies -- I just took a quick look and saw the Libertarian Party banner and jumped to conclusions. However, it wasn't meant as a crack at all -- actually it was meant as a compliment -- and it doesn't really alter the basis of my comments -- it is an election year and there are always a lot of disenchanted people at such times who will seek out commentary and discussion in places like your website.

    PR5 from 2 links (one doesn't appear to be appearing!)

    It's an unfinished website that I haven't SEO'd or optimised, but it doesn't matter how many links you have to your site, you can get a PR5 quite easily nowadays.

    Good work though :)
