    I think it's a good and comprehensive list, but have a couple of comments-

    The 250 page words of content may be too low. Most of the pages on my sites have more than that - at least 500 words, and I've noticed that adding even more to a page often improves its rankings. So I would suggest at least 500 words, not 250.

    Also, you might say something about PR channeling, i.e, using links to channel the available PR to the most optimized pages.

    But overall I think it's a good list.

    Thanks Billy, I'll change it to read a minimum of 250 words, I wouldn't go too far above 500 though.

    I've mentioned splitting the site into a hierarchy and linking to the category pages from each and every page. I didn't want to over complicate things as it's aimed a newbies.Bringing PR into it tends to give people green bar fever ;)

    I would add linking text.

    for example, whenever someone asks for a link exchange, I always ask for the linking text to read 'young entrepreneur' for www.jdsblog.com.

    Some of these things are kind of minor, but;

    Keyword density.
    Order of keywords.
    Keyphrases.

    Frequency of addition of a new page.
    Frequency of page update.
    Keywords in URL, domain name.

    Reducing supplement pages.
    Getting rid of broken links.

    I would also add something along the lines of a source for Frequently Updated Content. Whether it be manual or an aggregation of feeds.

    IMO this has little (if any) effect anymore. As long as the phrase is contained on the page and it's in the main tags then it's enough. Writing to a certain keyword desity usually makes the writing bad at the expense of conversions.

    It's minor as I said. But with a good writing skill, you can maintain good content as well. In any case, over all on-page SEO is not as important as off-page, except unique content and some combination of keyphrases.

    WC3 compliant is by the way, minor to me.
