Basically, you've got far too much on your pages competing for your visitors attention. Your adsense is in one of four columns which means that it could be missed if something in one of the other columns is more eye catching.

Personally, I prefer single column layouts with the main navigation at the top of the page, under or above the banner. A leaderboard quite high up on the page, usually immediately below the first paragraph, is good as it takes up the entire width. That means when visitors are going down the page they are literally forced to see an ad whether they are eyes left, right or center.

If you have to have all those affiliate ads on the page then put them out of the way in the footer, side by side. If not, remove them.

Simply put, if you want to get a higher ctr you've got to give visitors less non-paying links to click on, and arrange your page so that they have to see a paying link whether they like it or not. If your primary objective is to make money from adsense, don't make it so easy for visitors to find your other content. Currently, they are having difficulty in even seeing your ads in the first place, let alone click them. A double digit ctr should easily be possible with the right changes.

Try changing the URL color to the same as the text body color on your ads. I see the URL is green, try to blend it in a little better. Otherwise it is fine.
