I am not advanced enough to create a website in notepad, however, I am ok at graphic design and can make a page look good with the help of dreamweaver. Do you think that I should create a website without using a style.css sheet? Would it effect the loading time? and finally, do you know if you can create one in dreamweaver?

    Thanks

It depends, you can create a website with tables and still have a style.css. I think a better question would be, should you use an XHTML/CSS combination or simply html and tables. I personally do not prefer the latter. It will affect your loading times, and is just horrible practice. CSS sheets can be created in dreamweaver, but probablly not to the extent you are looking to create.

I would suggest to go to oswd.org and get a template to start out, they almost all come with table-less layout and CSS file as well.
Then you can customize accordingly - IMO, that is the best way to start out.

All of these files can be customized in Dreamweaver.

    Best of luck!
