Nice to hear that you have a verified paypal and an account with Xoom.
Anyhow, coming back to the point.

Firstly you need to register on Xoom (sign up option available on the right hnad side upper column, no need to scroll)
I guess you have done that already and therefore have an account with Xoom.
Thereafter each time you need to send money to someone you just need to "sign in" and click the "Send money" option and fill the details of the reciptent
(Senders details have already been filled at the time of sign up on Xoom, thereafter the same "sender" details will be used again and again whenever you send money to anyone. Also please make sure that all details filled in the "sender" form and "reciptent" form and accurate especially the phone numbers)

Hereafter just complete the 2-3 pages of the reciptent information and thereafter click to choose pay via Paypal and you are done. Thereafter pay Xoom via Paypal.

Xoom will now send in an email confirming your Xoom tracking number through which you can see the status of your transaction.

In case you have any problems feel free to ask it out.

Log in using the same email id n password u have in paypal and there you will see an option on left side of “send money”. Use that and fill in the amount and then calculate fees and it then says pay using CC or paypal. Choose paypal and then it will take you to paypal page put in you paypal details and it will transfer automatically.

I also withdrew some money from PayPal using a service called Xoom and it WORKS! But be sure that you cannot withdraw money from Xoom more than 12 times in a year (this I confirmed from phone) due to RBI foreign remittance rules. So make sure you withdraw money in excess of $1000/withdrawal.

How Xoom works? Simple - you send the money to a Xoom service provider using PayPal. They AUTHORIZE your payment. And ALWAYS use Direct deposit and Courier facility - DON'T go for Punjab National Bank demand draft as that is not eligible for Indian nationals.

You can surely initiate a payment via Xoom to any bank listed out in the list provided at Xoom. (All branches are included for each bank)

Your location in India does not matter much bro.
If your branch is "computerised" then it will take less time else the payment will reach you a little late (Could be 1-2 days) but it will reach you for sure.

Feel free to ask any further questions.

Xoom charges about $8 for a transaction made to a max of $500 and $15 thereafter.
However you can only make a transaction to a maximum of $1000 in one go.
Secondly you can only make a make 3 transactions per month.:(
Also per user you can make a 12 trnsactions per year.:(

Hope this helps to some extent.

Sorry to say but I would not like to comment on the above query.
Knowing the system/procedure doesn't means that I go on breaking the system although bending the system a little to your own benifits is allowed. ;)

All I can say is that you can try your luck for the said multiple accounts and try to transfer money more than 12 times a year, if you feel that is the correct way of doing things.
