Just for a bit of additional info... Check how many other links are on the site of interest. The more links there are, the less value a link will be for you.
I have really no idea how this page works but it seems when you insert the right data it can calculate the pr for a website http://www.webworkshop.net/pagerank_calculator.php3 btw, I'd rather have a pr0 site with 10000 visitors a day than a pr10 with no traffic.
