Not sure if this is what you need either, but HDRShop (at http://www.hdrshop.com [would've posted a link, but this board system dosn't seem to allow me to until I have ten posts]) is probably one of the best free image manipulation programs I've come accross.

For free, I recommend Paintshop Pro. At least It used to be free. I've used Photoshop for so long now, I really don't know

Try doing a print screen(which copies a screenshot into a clipboard), then paste into photoshop or another photo editing software.

how about the one in your user profile? :) (it's 160x120 though)

Snag-it is a great screen capture program. Worth the money. Otherwise there's always ctrl prtscrn / paste into your favorite program.

For image resizing, just about anything will do it. Gimp is free.

If you want a bunch of screenshot thumbnails for different pages, use the google desktop search utility. When you search your web history, you'll find it has already made thumbnail screenshots for you.

    There's thumbshots.org and http://www.snapfiles.com/get/webswoon.html - but I haven't tried webswoon so I don't know about the quality.

haven't used it yet, but there's a free new program created by Washington State University called "paint.net" that works on more recent versions of windows (xp etc)

it's supposed to be really cool, i.e. has many features (layers, filters, etc) that you find in some of the high-end photo editing tools, like photoshop.

Try xara.com they have some neat softwares.
    They are a UK company.
And they have 30 day trials so you can play with it.

And make thumbnails from the original full image with all 16 million colors - that helps.
Saving as .gif also helps for smaller file size.
