    YOU ROCK! I just adore people who wants things to go through the right process, like in your case you decided to bring the matter to the court. It's better than those who dispense justice on their own.

    My understanding, coming from a small town. It costs money to send a cop to court(hourly wage, fuel, etc.) Money better spent patrolling and handing out more tickets. So they miss a few from those who contest, but they play the odds(and keep the cop handing out more tickets) and many just send money in.

    Just saying...... not a cop here. ;)
