    He has a Unverified Paypal personal Account
    He wanna buy some books from eBay. Can he buy Books from eBay even if his Paypal is Unverified ?

    Ebay doesn't require verified paypal account. You can shop with unverified PP account as well without any problem. A friend of mine do it all the times. So don't worry.
