    I am not sure about that but from what I read from the CitiBank website, you just need to sign up and they will decide what your credit limit is. You don't even need to pay a fee or send any documentation for the basic credit card. It seems like the only condition may be that you need to be 18 years and above.

    Try going to http://www.citibank.co.in/ and click 'Get a Credit Card' and continue from there. Fill a simple form and I assume they will call you to complete the process.

    HSBC https://www.tools.asiapacific.hsbc.com/webform/apply?id=in+ecc require a minimum of 100,000 Rs / year for a salaried person or 72,000 Rs / year for a Self-employed.

    Exactly! If You can't afford to lose money then don't go for a Virtual Credit card rather go to the bank and apply for a credit card to get some real card. That would save you from lots of hassles in case of any problem/inquiry from PayPal.

    I actually can't see anyone in trouble specially with PayPal. After getting ripped many times by them now I Don't want any other going through their verification process (once your account get limited). So just get a bank account and then credit card and you will enjoy the benefits of PayPal.

    I have heard HDFC Netsafe creditcards works with paypal. It's the best option if you have HDFC bank account.

    ICICI will give you CreditCard with 90% limit for Fixed Deposit of Rs.20,000/-

    BTW thanks for letting me know that PP doesn't accept printed statements (Never knew that).

    I have some points to add to the conversation.

    VCC's are completely legal as far as PP verification goes.If they wouldn't have been legal then PP would have had stopped accepting them for verification.

    Secondly, if you happen to be from India you can very well use HDFC NetSafe Card to verify PP.

    I too have been selling VCC's for sometime now and all my clents never had had a problem till now.
    PM me if you require a "cheap" VCC for PP verification.

    From what I understand, that is what they are doing now. There are some VCC which were initially accepted but now have been disabled for use with Paypal verification. It is just a matter of time when they are majorly disabled.
