Define kid. I might classify as a kid (16 years old), but I think I'm playing by the rules. Yeah I've seen a few sites like that...the typical "Click google ads to support our site!" deal.
No you're not. You're braking the rules from paragraph 1 of the TOS and T's & C's. Since you obviously didn't bother reading those business agreements, I'll quote them for you:

The owner is one of the members on my site. He told me that he making about USD 60 per month from his adsense, then I check his site and notice whats he done is against google TOS. Told him already but seems like he ignored me.

I'm wondering how Google reviews them. They are busy suspending accounts for inflating clicks (whichs should be way easy to prevent). IMHO, once the quality of the site is lower so the traffic is less targeted, so first that are losing are the advertisers, which should be #1 Google's priority.
If you're merely the webmaster who acts on behalf of the account holder, then that's fine of course. I read your post as you being the account holder.
