Site-Wide Content / Dublicated Content

I have a question about Google and it's behavior... my question is this

A lot of site-wide content, can make google think you have lot of dublicated content on your website?!
If yes, then , removing any extra site-wide you have may make google index more pages from your websites, or even give you better SERPS #?!

Let me give you an example from my website so anybody can understand what I am talking about:

http://www.softgroups.com/directories/ see the site-wide text from the right part of the page?!

Will that lot of site-wide content create problems for pages with 1-2 paragraph of text as: (because of the little % unique content, google will think it's dublicated?! )

Contents are compared with outside pages not your inside pages :)

Every unique URL can consider a new URL, and duplicate content of a different URL can be consider as duplicate..

If there is not sufficient content to differentiate it from other pages on the site, it may go supp, as google wont see a reason to index it :(
