    Here's what I use to figure out a link's value, in this order:

    1. Age of the domain. Check WHOIS, check with WayBack Machine.
    2. Is the site properly indexed?
    3. Are they related to my site's theme? If not, the traffic will not be targeted, if any;
    4. PageRank, plus I check it's not being faked. You can check the link popularity of the page/site and figure out if their PR is believable (I use SEO SpyGlass to check the backlinks easily);
    5. The number of outbound and internal links on the page that would link to me. PageRank is split, so a PR3 link can pass more PR than a PR6 link. It's all in the Google PageRank formula, of course. Easy.
    6. Alexa Rank (rather poor indication, in my experience.) However, Alexa would be higher in this list if it were a Web design/development site.

    Hope this helps,

    If you are buying traffic then go for Alexa rank

    If you are buying backlink for boosting your site quality then get higher PR
