You want to publish an article but you don't know the answer? How much experience do you have with them (I've never heard of them). How easy was it for you to install them, connect them to a website, find libraries to query them etc?

Do you want to use the content
of these databases for your article,
or do you want the information about
your article to appear in these databases?

If the first case, then you should read their
conditions, and (may be) pay for the access.

If the second case, then, if your article
will be published in the respected place,
then these databases will harvest the
    information about your article
    by themselves.

These databases harvest the information about
the citations in the scientific articles, similar
to the links on the web, and these databases
calculate the citation weights of the articles,
similar to PageRank, Page Authority, and so on.
