The most legit way is to create guest posts. Find a blog that allows guest posting, contact them, write a nice article, add your links, done. Another method that requires money, but is WAY better is to contact local news sites, and submit an article to them. I don't know the prices, but I know that in Romania, for a 300k city, the main paper charges around 200 euro for an advert, but you can make a list of old domains with a lot of page rank, and just advertise on those. Links from 5 legitimate news sites is worth more than 50 random sites with high PR.
You can easily do it yourself using Ahrefs backlinks, but it can take a long time. I used NeedMyLink not too long ago. They did everything quickly and quite well. I am not in the habit of paying for work I can do myself, but in this case I did not regret going to them, so I advise to go to a professional if you want to invest money in high quality.

Do not settle for the the freelancers (especially those on Fiverr and Upwork) who claim to blast over 1 million backlinks for a meager $50 . That's spamming, and Google will penalize your site!
Buying backlinks is just a bad idea. I suggest you buy SEO tools (SEMrush, Ahref etc.) instead to find backlink opportunities and build quality backlinks to your website from the relevant website.
Those who say that buying links is bad, are you serious? If a website is young, you can only create profiles/directories for free. Are there many who publish articles for free? Or does your copywriter or editor do their work for free? As for me, I prefer to use Collaborator.pro for publishing guest posts. It's ok to pay for web design, images, content writers, SEO services, SEO tools, marketing and advertising, but somehow it's morally corrupt to pay for backlinks. Which when doing guest posts is nothing more than a form of content Marketing. Google doesn't want you to buy backlinks because #1 they work for increasing rankings, #2 they rather keep you in a perpetual loop of paying for their advertising month after month. When you use backlinks to rank well, you don't need to pay for their advertising to get traffic. It's no different than the Health industry where it's more profitable to treat than cure. Another misconception is that paying for backlinks equates to poor quality links. If you're looking on Fiverr you're gauranteed to find poor quality links.

I hope no one is paying for poor quality links, as paying is the whole purpose to get high quality. Buying backlinks in no way means that you're not creating great quality or engaging content. Especially when a site is new or the search query has decent competition, being on the 5th, 10th page of SERP's isn't going to allow people to find, engage or link to it, no matter how great it is. Normally once you are on the 1st page and able to be found/engaged you get those warm fuzzy feeling organic links. The organic reach on social media platforms have decreased considerably over the years. Some niches are better than others for social media.
