    What are you using right now for a control panel? Plesk is the best for Windows, couple this with any good windows managed provider and you will get a zero downtime migration.

    For windows hosting it's a bit more complicated I assume you have Plesk or so, if you do you can migrate Plesk to Plesk there are tools to do that. However, windows servers for hosting websites shouldn't be your choice. There are plenty of hostings on Cloud Linux or so which are much better flexible and stable like Cloudways.

    It's better to have Plesk as the control panel of choice for Windows hosting as it is the industry standard for windows hosting. In addition, when migrating your website from one Windows hosting to another with Plesk, your overall experience would be better compared to other control panels as you will get zero downtime and your account can be migrated easily, and the set-up will be simplified too. Also back up your website before migrating to another host.

    If that's what you mean by C-Panel is that you want to select a Web Hosting control panel in Windows, the best choice is the Plesk control panel. For transferring your hosting account, you can use the practical professional migration tools inside the Plesk control panel.
    You can access the migration tools inside the Plesk by following the below steps.
    1. Log in to Plesk as the administrator user account.
    2. Go to Server Management > Extensions > Plesk Migrator > Start a New Migration
