Is there tool or any other way to edit a PDF file, for example, changing background color, page size, fonts size, etc?

Just copy the content from the pdf, paste it in word, edit what you want add fonts, background etc and then convert the word file to pdf again.

When did Word add the function to convert to PDF? I know you can do that with Open Office but last time I used Word you couldn't do that.

It doesn't work for PDF files with complex texts, the whole layout is distorted when it is pasted in ms word.

You can either use a built in microsoft office add on or use a software to convert it. There are also online solutions.

I simply use Open Office. It's similar to Word, is free, and comes with a text to PDF conversion capability - no add-on necessary. Works well for me.

None of the solutions noted above work for me. If I knew how PDFs were built, I would make my own editor using FoxPro.

Unfortunately, the file itself you can not fix. You need to create a new copy. You can copy text, make edits, make a new background, add images, and more. If you have the source files, it will be easier for you.

Is there some reason you don't want to get an Acrobat account?

As JoeSpirit had mentioned Acrobat Pro is the solution. It can do everything you're looking for plus more (pictures, fonts, layers, etc). Off course it is a commercial product but it's a part of Creative Cloud Subscription so you can use it without the extra. And as far as I can remember it - all Adobe products have at least 7-day trials with full functionality.

You need to create the file again and then convert it to pdf. There are no other ways.

I use Acrobat DC, it comes with the Creative Cloud subscription. It works really good for me, but the PDF you want to edit NEEDS to be generated properly. I mean, once I was given a PDF that was generated online (client didn't even remember which site) and I tried editing with Acrobat and everything looked crazy... some words where divided into two text boxes and stuff like that.

I've since heard that newer versions of Word do have PDF conversion functionality.
