Hello Mike, I think rather than comparing online and the offline you should have to go for both the ways as it will only help you in some or other thing.
If the business is local then outdoor digital advertising signs will help you more to spread the awareness.

Why is it either/or? I think you should do both.

I think more attention should be paid to on-page marketing. Off-page marketing will be easier. You need to make a good card in Google business with an indication of the exact location. I saw how it works.

I think you have a few options.

You could run FB ads, locally, targeting your ideal audience.
You could make friends with all the local publications, bloggers, newspapers, magazines, etc. - and write articles for them or get featured/quoted in them.
You could run collaborations with other non-competing businesses.
    And finally influencer marketing.

Do these things and you'll be surprised by how much attention you get.

You should do both but have it in mind that online marketing covers a wide range of people so take it seriously.

It's better to go for online promotion. People are very active online on various platforms such as Facebook, Twitter, LinkedIn and other social media and bookmarking sites too. The more they like and share the post about your website, the more you reach the audience.
They will surely click on your website link you share and visit your website to check about your business. You will get several options online to promote your website rather than offline marketing.

Hi Mike! I believe offline marketing gives you more freedom and coverage. This might help you out whether to go for offline marketing or online marketing.

The best way to market your website is doing promotion where your prospective customers hang-out. It can be offline or and online. Figure out the persona of your targeted audience and be active on the places they can be find. Choose those social media websites where they are most active. Invest money and time in SEO and content marketing. Advertise on those websites where prospects hang-out. Invest in a good web analytics tool to know the user behaviour on your website.
