    It takes more than a design library to build a website.
    I'd start with a blank framework and go from there - but the bigger issue will be marketing in an already heated marketplace.

    When making recommendations it's always wise to err on the side of caution.
    You most certainly couldn't "build it with bootstrap"
    Bootstrap might be the design tool you use but it's only one of many decisions that need to be made.

    I agree. If you have a large and dynamic content you can use CMS to manage it and you can use bootstrap to make the customized front-end to meet your need. This is just one of many options.

    The site doesn't run on wordpress at all. The front end runs on bootstrap with heavily customized styling along with custom javascript to allow the website to be dynamic.
    It seems to have a user dashboard which means it has an advanced backend system that runs an api to complete its tasks. The backend system can't really be seen but
    my guess would be it runs on nodejs/express with a database.

    There's a lot of work required to build a fully functional service like this, you're better off hiring some people.

    You may build this kind of website even on Wordpress (with custom theme and custom developed modules), the question is in hours-and-rates. But, sometimes there will be much easier to start a simple website and in a couple of years will roll a number of updates / improvements / code refactoring.

    It's look like a bootstrap. Definitely not a WP. Although it is possible to do something like this on it. But here will be two ways. Either order a design project in the sites design studio or try and study, try and study, make mistakes yourself and go on.

    After reading the first few comments I feel like crying.
    People stating that this can be built with bootstrap or CSS are completely time wasters.

    I didn't got too deep into the website but it looks like something that suppliers use to advertise their services.

    This can be achieved in multiple ways, through an already built CMS platform like Joomla & Wordpress & Concrete, you name it.
    Or this could be built from scratch with PHP, Vanilla or Framwork, that's your choice.

    If you're interested into making something similar but you don't have too much experience in web development, I suggest you to take a look into Wordpress basic tutorials, like creating a theme from scratch, and that will give you some PHP notions as well.

    After that you can move to more complex stuff that requires more in-depth back-end knowledge.

    To build a custom website like Salehoo , it is always better to pick a framework like Laravel or Codeignitor , Please don't think that i am challenging any CMS like Drupal or Wordpress over here :) , Both of them are good and capable to handle the main modules of this sites like directory listing etc , But you have to pick a plenty of plugins and customize them to fulfill the requirements , re branding the CMS for areas like Member's login etc will be another challenge , So doing a complete project from scratch by picking up solid frameworks like Laravel or Codeignitor will be wise decision to establish your own brand and you can manage the code easily without worrying about version changes later .
