    I want to develop a simple app. What is the best software to use which I can also manipulate the coding with. Also one that does not require a high budget.

    I guess it depends on the app you want to build. In other words, we need way more details because the question is too broad. It's like asking "I want to build some building, what technique should I use?"

    For which platform do you want to develop your simple app? Windows, Mac, iOS, Android? For what purposes your app is intended?
    There is no universal language for all purposes :(
